Delegate Diana Fennell is committed to supporting students in Legislative District 47A by offering scholarships to help them pursue higher education. If you are a student attending or planning to attend a Maryland undergraduate, graduate, vocational, or private career school, you may be eligible to apply.

All materials must now be submitted through the virtual application portal. Downloading or mailing forms is no longer required.

Upload Required Documents:

  • FAFSA submission confirmation

  • 500-word essay

  • Proof of residency in District 47A

Friday, April 30, 2026 – No Exceptions

Eligibility Requirements:

To qualify for the Delegate Diana Fennell Scholarship, applicants must:

  • Reside in Legislative District 47A – Check your district at mdelect.net

  • File the FAFSA (Free Application for Federal Student Aid) by March 1, 2025

  • Be enrolled or planning to enroll at an eligible Maryland college, university, or private career school

  • Have a minimum GPA of 2.0

  • Submit a 500-word essay explaining why they are the best candidate for the scholarship

Students enrolling in an out-of-state school may qualify if their program is unavailable in Maryland. Contact Mr. Carl Brooks at the Maryland Higher Education Commission at (410) 767-3245 or email carl.brooks@maryland.gov for more details.
